Twist the head 180° to place in either locked or unlocked position.  When in the unlocked position, a gentle squeeze pumps your pocket perfume. 

Green in color and in esprit: the pump is refillable. Small enough to carry in your pocket, this "forbidden perfume" is even allowed onboard a plane!
